今年来，中国经济呈现“新常态”。新常态不是中国新的国家经济政策，而是现行中国经济新时期的特点概括。中国现在经济在一直转型，2016年、2017年、2018年以致于可能很长的时间内，中国的经济处于转型的关键时期。中国国内经济下行压力大，主要是产能过剩太严重。十年前，房地产被炒得火热，一下子，带动了建筑类材料的大量生产。后来房地产发展趋缓，但是这十年来积攒下来的钢铁是很大的。现在，都说铁不值钱了太多的钢铁积压在仓库，五六年都卖不出去，这就是中国产能的现状。一带一路，很重要的一点，就是把中国的过剩产能输出国外，给东南亚、中东的一些贫困国家带去钢铁，为当地的基础设施建设作出一份贡献。像中国在巴基斯坦的很多公司，都是致力于为巴基斯坦的一些贫苦地区建设基础设施。输出过剩产能，既帮助中国减轻了产能过剩的压力，也为周边地区的基础设施建设贡献了一份力量。
